I documented business rules and refactored legacy code during the conversion to reduce migration risk.

I owned the fraud-detection subsystem at a state revenue agency processing 1 million+ tax returns a year.

What I changed

I added rules, review buckets, and actions to help auditors investigate flagged returns. I also delivered annual updates meeting regulatory and security requirements across three departments.

Handing over the work

I mentored another developer for one year until they could maintain the subsystem and handle annual updates independently.

Problem

Requirements from 20+ stakeholders needed to become a scoped 1099 tax reporting design.

What I changed

I translated the requirements into specifications and proposed XML ingestion, data warehouse transformation, and IRS export. I scoped the initial release to the required XML format.
